every second you wait to do something that cat is getting beatin!
or call an animal welfare place like rspca!.. seriously geton the phone like right now and get those owners arrested

I would call the ASPCA!!! Right away!!! that happend to one of the pets I used to know and they ended up talking him away because his life was in danger too, poor animals...or call the police and tell them how severe the situation is, but do it right away so that way the poor cat can get out of his misery!!! I can't stand people who abuse poor defensive animals! they should be arrested!...or take the cat without anyone knowing and then call the aspca as long as its away from those abusive people...I hope everything turns out good, please tell us!

Well, to be honest the owner of the animal has legal custody and the right to not have their pet taken from them without due course, even if the animal's life is in jeopardy and it could die before steps were taken to remove it legally.

So I'd take it when the dipshit wasn't looking and pretend I had no clue what happened to their "beloved" pet.

call the police then have them arrested then take the animal to the vet and have them take care of it and adopt it or give it to a new home

If you have access to the cat, I say TAKE IT NOW!! By the time the 'legal process' is put in place the cat could be dead or even killed because the cops or animal control was called and the owners get pissed about it. They will most likely not take it immediately. They will have to investigate and that takes time. Who cares if it's 'illegal' to take it...if they don't know who did it, then there's no problem...right? And besides that...what is happening to the cat is 'illegal', too. So...save it's life!

I 'took' a purebred hunting dog that was not being fed so it would 'hunt better'...never had one ounce of guilt for doing that.

if you have a vibrant animal control / aspca in your area, talk to them. Most small communities don't though.

If it were me, and I wasn't in NYC and couldn't call Mark McDonald, then I would take the animal in. Most animals are considered stray if they are no longer on the owner's property, so feel free to entice with food or play to get the cat over to your home.. (I'm assuming cat since you posted in cats)

well...this one is tough!! if u see it happening dont automatically call talk to the person about why he is mistreating the animal and then notify the animal cops or vet.....even if he has a reason to mistreat the animal dont hesitate to call becaue animals should NEVER be MISTREATED.....EVER!!

Stealing is also a crime. Just notify your local animal control and they will bring the police with them. When they get there they will do an investigation to see if the animal is being harmed. If animal control finds that the people are guilty then the cat will be confiscated. The person(s) might be arrested or charges might also be filed.
